This presentation explores the role of Medicaid in supporting behavioral health services in urban areas, where high demand, systemic barriers, and social determinants of health shape access to care. We will examine the unique structure of Community Behavioral Health (CBH), Philadelphia’s behavioral health managed care organization and the ways in which its position within city government has facilitated cross systems innovation and integrated care for over 25 years. We will discuss several key initiatives that highlight the impact of broad stakeholder involvement, braided funding, and community-based solutions.
