Pete is a Principal and licensed clinical psychologist in Mercer's Government Human Services Consulting practice. Pete has experience consulting to state government health and human services agencies across the country with focus on behavioral health, long-term services and supports (LTSS), benefits design and modernization, integrated care models, alternative payment models (APMs), value-based payment, home and community based services (HCBS) waiver programs, and workforce issues.
Prior to joining Mercer, Pete was the Deputy Medicaid Director at the South Carolina Department of Health & Human Services (SCDHHS) where he oversaw the staff and operations of SCDHHS’ behavioral health and long-term living programs. Pete also served as the agency's Chief Experience Officer and oversaw the Center for Consumer Experience, including Legislative Affairs, the Office of Training and Development, Member Relations, and the Medicaid Member Experience Advisory Council.
Since joining Mercer, Pete has become involved with projects in Arizona, Connecticut, Delaware, Kansas, Maine, Minnesota, Missouri, New Jersey, and Pennsylvania involving Certified Community Behavioral Health Clinics (CCBHC), value-based purchasing (VBP), behavioral health benefits design, LTSS, and evidence-based service delivery models.
Pete maintains a small, independent psychotherapy practice and has been an active practitioner for 30 years. He has served as the vice-chairperson for the American Psychological Association's Board of Professional Affairs and was the 2017 President of the South Carolina Psychological Association.
