Derek Hoy, MA, MBA, serves as CFO of Northwestern Counseling & Support Services, Inc. (NCSS), a $60M CCBHC Demonstration (7/1/2026) and IDD agency, with integrated school-based services, an independent K-12 school, and parent child center serving northwest Vermont. He further provides financial / analytics support and leadership among the unified Vermont Care Partners $650M network of agencies across the state.
Prior to his role at NCSS, Derek worked on the corporate development team at LHC Group – a national, publicly-traded post-acute care company that was acquired by Optum / United Healthcare in February 2023. He project-managed diligence, financial modeling, and successful integration of over 50 transactions (530 unique service locations) in 36 states totaling $1B, including the Almost Family merger and national partnerships with LifePoint Health (2017), Community Health Systems (CHS) (2018), Geisinger Health (2019), Orlando Health (2020), and other national and regional health systems. He has worked and managed across diverse teams including sellers, brokers, investment banks, governmental leaders, and hospital / healthcare executives within the national care continuum.
Derek received his dual degree MBA and a Master of Arts in higher education administration from Boston College, as well as a BS in business management from St. John’s University (NY). He is a dynamic and innovative leader and has served on the board as an executive committee member of various non-profit organizations. He further advises on financial modeling, business development, and strategic planning to startups in the mental health sector nationwide and has worked within diverse regulatory, political, and financing environments, including private equity / venture capital, debt, public markets, and federal / state / local grants and appropriations.
