Vice President of Program Excellence
CN Guidance & Counseling Services
Hicksville, New York
Jaclyn McCarthy serves as Vice President of Program Excellence at CN Guidance & Counseling Services (CN Guidance), a nonprofit behavioral healthcare organization since 1972 serving 30,000+ individuals annually across Long Island, NY. As a longtime leader at the agency, Jaclyn has grown with CN Guidance from earlier roles with smaller non-clinical programs to today leading a complex division including essential integrated clinical services.
Programs under Jaclyn’s direction include CN Guidance’s innovative Certified Community Behavioral Health Clinic (CCBHC), Mobile Recovery Unit (MRU), Intensive Crisis Stabilization Center (ICSC), and four Assertive Community Treatment (ACT) Teams including Youth ACT and Forensic ACT teams. Combined, the more than 160 staff under Jaclyn’s division provide direct services to more than 3,000 clients annually, and Jaclyn is responsible for planning, managing, and balancing an annual division budget of more than $30 million.
Jaclyn brings comprehensive problem-solving skills to her role, which includes redesigning workflows, cost management approaches, and protocols. Agency programs and initiatives Jaclyn has overseen include: Health Home Care Management, Primary and Behavioral Health Care Integration, Stability at Home, Patient Navigators, and government-partnership enhancements, including recently introduced Jail Diversion and Mental Health Court programs.
Operating at a nexus of problem-solving, training, and team building to achieve results, Jaclyn is currently overseeing planning for CN Guidance’s new ICSC, the Community Crisis Center (CCC), which will open under her direction in 2025. The CCC promises to build on the success of our CCBHC, which has secured expansion funding from SAMHSA and serves as a demonstration site for other CCBHC’s.
Additionally, Jaclyn has volunteered for and guided several community and state partnerships, helping identify and ameliorate behavioral health service gaps. Jaclyn currently co-chairs the Nassau County Department of Social Services (DSS) Advisory Committee, having previously served as co-chair of the Adult Services Committee. From 2017 to 2020, Jaclyn co-chaired the HARP/HCBS Subcommittee for the Health Home / Managed Care Workgroup, and between 2017 and 2021, Jaclyn was a member of the Board of Directors for the NY State Case Management Coalition, including service as Vice President of the Board.
Jaclyn earned a Masters in Psychology from the New School of Research in 2011 and a Masters in Mental Health Counseling from Long Island University (LIU) in 2013. At LIU, she served as President of Psi Chi, the International Honor Society of Psychology, where she led students and faculty together toward career advancement.
