Linda J. Frazier, M.A., RN, MCHES, principal consultant, and director of addictions initiatives at Advocates for Human Potential (AHP), has extensive leadership and consulting experience in public health policy and behavioral health clinical services at the state and national level. Ms. Frazier worked with the Bureau of Justice Assistance, American Society of Addiction Medicine, and National Commission of Correctional Health Care on the development of the Guidelines for Managing Substance Withdrawal in Jails. She is a nurse and master certified health education specialist who has worked in a variety of clinical settings, including treatment of substance use, reproductive health, inpatient and outpatient behavioral health, primary and urgent care. She has experience in direct clinical service, operations management, and quality/process improvement. Ms. Frazier spent 10 years working for the State of Maine DHHS: Office of Substance Use & Mental Health Services (SAMHS) and was responsible for direction, implementation, and evaluation of statewide research-based substance use, mental health and recovery services. With more than 30 years’ experience working in the field of behavioral health, she has served as the care coordinator and nurse specialist on inpatient and outpatient psychiatric and addiction treatment care teams. Ms. Frazier has delivered training and technical assistance on behavioral health and primary care integration, implementation of medications for addiction treatment, improving treatment access and outcomes, and criminal justice. She is coauthor of a public health textbook on the opioids and population health, and the American Public Health Association’s (APHA) policy statement on addressing historical disparities in access to MAT for opioid use disorder (OUD) treatment. Ms. Frazier is from a family in recovery and received her MA in education and BS in adolescent development from the University of Minnesota.
