Charlotte is a principal in Mercer's Government Consulting Group, acting as a Senior Medical Consultant focusing on Medicaid and military health. Charlotte is a licensed mental health counselor and board-certified dance/movement therapist with over 20 years of experience in behavioral health, integrated care, practice innovation, and payment/system reform. Charlotte’s unique background includes leadership roles within state government, managed care, and hospital systems and direct clinical experience within acute psychiatric inpatient facilities, outpatient clinics, and mobile crisis agencies. Charlotte brings expertise in physical and behavioral health policy; system redesign/innovation, program and payment reform; managed care design, implementation, and oversight; physical/behavioral health integration; parity; population health management; performance and outcome measurement, and provider network development and adequacy assessments.
In recent years, Charlotte has specialized in innovation design and implementation to help government leaders envision and launch new service delivery options. She holds a federal appointment as a Technical Advisor for designing and implementing innovations related to Alternative Payment Models under the new TRICARE 5th generation program for the Department of Defense, Defense Health Agency.
A priority area has been facilitating efforts towards value-based care by supporting different state and federal government teams in their emerging vision of healthcare innovations that result in better quality, access, consumer experience, cost efficiency, and, in the case of military health, better active duty medical readiness.
