Mark O'Dwyer is the Executive Director of Mental Health Outpatient Services for Merakey in Southeastern PA, where he oversees all mental health outpatient clinics in the region, including the Merakey Mental Health Walk-In Clinic. In his role, he is also responsible for the implementation of Merakey's Certified Community Behavioral Health Clinics (CCBHCs) in Philadelphia and Montgomery County.
Mark began his career as a mental health outpatient therapist in West Philadelphia, providing individual and group therapy along with clinical supervision. He later worked at Community Behavioral Health, overseeing Adult Community-Based Services and leading the development of innovative programs such as Philadelphia’s first Co-occurring Adult Partial program and an enhanced mental health outpatient pilot program.
He also served with Philadelphia’s Department of Behavioral Health and Intellectual Disability Services, where he collaborated with justice partners and behavioral health providers to reduce justice involvement for individuals with behavioral health challenges. Mark is particularly proud of developing and implementing Philadelphia’s Co-Response Services, which pair mental health professionals with police officers to resolve crises and connect individuals to ongoing care. Additionally, he serves as an adjunct professor for Eastern University’s Counseling Psychology program.
Mark holds a master’s degree in Counseling Psychology from Eastern University and an MBA from Drexel University. In his personal life, he enjoys spending time with his wife and two children, staying active, and cheering on the Phillies, Eagles, and Sixers.
